An international conference "European Union Strategy for the Baltic Sea Region – a new challenge for knowledge-based regional and local governance and cooperation" is taking place today at the Tallinn University. The implementation of the Baltic Sea Strategy is dependent on the capacity of the local and regional authorities to be the leaders of regional innovation and development and thus enhancing local democracy, quality of life and social cohesion. The precondition is the development of effective cooperation and partnership network that contributes to the success of the different parts of the strategy. The cooperation network shall involve politicians, practicians and researchers on both local and national levels. In developing the network and planning its activity essential role will be manifested by all actors, i.e. the European Commission, the local and regional authorities in the Baltic Sea region, Nordic Council of Ministers, SIDA etc. Toomas Hendrik Ilves, the President of the Republic of Estonia will open the conference.
