Civil Servants from Russia, Estonia and Sweden gather in Estonia for the seminar Esisrano March 6-9. The objective of the project Esisrano is to organize a Nordic-Baltic-Russian seminar in Valga County in Estonia with the aim to support the planned administrative reform in Russia through exchange of information and experience with the Russian local governments about the administrative systems in the neighboring countries.

The seminar aims at sharing experience on the following topics: privatization of former state-owned blocks of flats, planning and development work in the municipality (survey of water supply, sewerage and heating, as well as road maintenance, public transport etc) and the role of political parties in local development. The seminar will be arranged in cooperation with the Nordic Council of Ministers’ Office in Estonia, Jämtland county in Sweden, Valga county in Estonia, and the town and district of Staraya Russa of Novgorod region.

The seminar takes place in co-operation with the Nordic Council of Ministers’ Office in Estonia, the Swedish county of Jämtland and with the town and district of Staraya Russa of Novgorod region in the Russian Federation.

The number of participants of the seminar is 30 employees of local governments in Russia, Sweden and Estonia.

The co-operation between Valga county in Estonia and the Swedish county of Jämtland started in 1991, the cooperation with the town and district of Staraya Russa of Novgorod region, the Russian Federation started in 1998. Due to planning of an administrative reform in Russia from 2006-2007, Staraya Russa needs more information on how the administration works in other countries, including Estonia and Sweden.
